YRCI, a leader in Human Capital Management support for US Federal Government agencies, operates within the complex landscape of Federal HR regulations. YRCI delivers integrated, scalable, and cost-effective Shared Services from its headquarters and Human Resources Remote Operating Center (HRROC) in Reston, Virginia. YRCI’s Secure HRROC is modern and built to foster collaboration, creativity, and efficiency.

With extensive regulations and high demands, navigating the Federal HR environment presents significant challenges. YRCI continuously enhances its HRROC to improve business performance and provide innovative, cost-effective solutions to Federal agencies. 

Solutions & Application

To address these challenges, YRCI has developed the Remote Operation Center Automation Platform (ROCAP). This platform optimizes HR operations by streamlining processes and enabling efficient resource and performance management. Partnering with Be Informed, YRCI leveraged the platform’s capabilities to develop an end-to-end solution that supports all HRROC services and integrates metrics with contract details to generate mission-critical data and insights for Federal Government customers.

YRCI’s ROCAP solution serves as the backbone of YRCI’s HRROC, providing a centralized system for HR operations across multiple Federal clients. Highly experienced Federal HR professionals within the HRROC utilize the platform in streamlined processes, improved efficiency while meeting the diverse needs of Federal agencies.  


YRCI continues to expand its comprehensive HR product suite with various digital solutions using Be Informed’s technology to align dynamic and complex policy requirements to system-level functionality. These digital solutions aim to revolutionize HR operations. The platform allows for rapid prototyping and customer-centric product development, supporting YRCI’s commitment to enhancing its digital transformation journey.

Founded in 2001, in the wake of one of our nation’s most tragic events, YRCI’s founder aspired to help the Federal Government in a time of need. He wrote letters to Executive Agencies offering that YRCI could assist by delivering the right people, at the right time, in the right place to achieve mission success. As a result, one of YRCI’s first major contracts included the standup of the Department of Homeland Security Headquarters.
