What this suggests is straightforward, even if the implications are not. AI is no longer just capability. It is becoming part of the foundation on which systems are built.

A newer development that is becoming more visible in industry conversations is the shift toward more autonomous and real-world AI systems.

Inference at scale means that models are running continuously, making decisions in real time rather than being used occasionally. At the same time, agentic AI introduces systems that can take multiple steps, initiate actions, and operate with a degree of autonomy. Governments are also moving in this direction. Gartner suggests that by 2028, most governments will deploy AI agents to automate routine decision-making processes, signaling how quickly this model is becoming part of public administration.
At the same time, there is a growing recognition that not all of this will unfold as smoothly as expected. Even as interest in agentic AI accelerates, there are early signs of friction when it comes to real-world implementation. In June 2025, Gartner warned that more than 40 percent of agentic AI projects could be canceled by end of 2027, often because expectations do not match the complexity of putting these systems into practice.
This combination changes the nature of risk. When AI operates continuously, small errors can scale quickly. When AI systems act autonomously, responsibility becomes harder to define. And when AI interacts with physical systems, the consequences are no longer purely digital.
