Caribbean Netherlands Tax Administration
Before the reforms, the Caribbean Netherlands Tax Administration with its headquarters on Bonaire was an organization that was controlled by the revenue agency on Curacao. All knowledge was centralized at Curacao, which meant that only the “easy tasks” where addressed by the office on Bonaire. The organization suffered from large backlogs, they had no paperless office, used old IT-systems and infrastructure, had separate organizations for raising and collecting taxes with limited cooperation and limited knowledge of processes, tax and IT. But great enthusiasm inside the revenue agency for change was present and the goals for a new organization were:
Transformation doesn’t happen overnight but these changes had to be started fast. Within 3 months Caribbean Netherlands became responsible for taxation and the new tax laws became effective on January 1st 2011.
New tax laws for the special municipalities had to fit with the social, political and economic situation. This meant they had to be very carefully considered. The go-live date for the new revenue system was February 2011 and the new tax laws where finalized in December 2010. From a responsibility perspective the finalization of the tax laws in December 2010 was on time, but from an implementation perspective less than two months is late.
With help from the Dutch Revenue Agency, Caribbean Netherlands became a self-managing organization. Performing the activities that have to be executed inside a revenue agency was supported by a new tax revenue system that:

BearingPoint Caribbean was selected as implementation partner. BearingPoint and Be Informed together supplied Caribbean Netherlands tax Administration with a tax revenue system to support raising and collecting taxes and associated services like objections and appeals, complaints, registering tax payers, etc.
The project from a standing start to a complete operational tax revenue system only took 6 months. Revenues increased by 26% and at the same time the customer satisfaction increased. Data is cleaned and the backlogs are eliminated.
