Online portal to support the General Provisions for Environmental Law Act (Wabo). The administrative burden is reduced to a single point of contact in which 25 laws and regulations are housed in an integrated system. The system is capable of rapidly adopting changing laws and regulations, combined with the opportunity to adopt and manage local regulations quickly.
Solution
What was the problem?
The Dutch Ministry of Infrastructure and the Environment chose to shift its
focus from a process-oriented to a citizen-oriented approach. This led to the
introduction of the General Provisions for Environmental Law Act, resulting in
one point of contact for one environmental permit, issued by one authority.
What solution did Be Informed provide?
Together with the Ministry and partner O&i, Be Informed developed a
nationwide system, the Environment Desk Online (Omgevingsloket Online).
Environment Desk Online provides users with the following functionality::
- interactive knowledge base for citizens and businesses
- online advice modules
- intelligent application form
- case management, including process support and cooperation;
- decision support for the authority
- legal knowledge base for the authority

Interfaces with other systems
The digital service is connected to the mid-office and back-office systems of
the competent authorities through OSB Digipoort using StuF (web services-based).
The interface can also be used to serve other exchanges (as is the case with
basic register systems). Other interfaces exist with Messagebox (Antwoord voor
Bedrijven = Answers for Companies), DigiD digital identity and e-Recognition.
The State Audit Service (formerly Auditdienst VROM) inspected the security of
the web application for the Environment Desk and approved the security aspects.
In addition, the Environment Desk has been certified for the Dutch DigiD formal
digital identification protocol.
O&i/Be Informed has also been commissioned to provide support for the Integrated Water Permit (Ministry of Transport and Public Works, Water Boards and Provincial Governments).
